To start the CRN/Withholding Tax Registration, please visit the Maryland - Tax Connect website and follow these instructions:

Visit the MD Tax Connect Portal and under Quick Links, click Register a Business in Maryland - Combined Business Application. This will show a pop-up message, click Next.

On the next page, scroll down to the bottom of the page and after reading the terms and conditions, select the box that says I agree to the above Terms & Conditions. Then click Next.

Please enter your information. Title: Owner. Click Next.
Create Account

Create a username using Alphabets+Numbers (Should be between 8 - 64 characters). Try using your first name + last name (without space) followed by 1. Click Validate to see if the Username is available.

Once validated, you'll see a Login Credentials Section. Enter a password (Make sure your password is no longer than 15 characters)

Under Select Security Questions, select the security questions and answers. Make sure to save this information in case of password loss.

Click Next.
Section A: Demographic Information and Account Registration
Demographic Information

Enter ID Type: FEIN
-
ID Value: Enter your Business FEIN

Entity Type: Business
-
Are you a Maryland Resident?: Select Yes
-
Ownership Type: LLC - Corporation
-
Business legal, employer, corporation or owner name: Enter your complete LLC Name. (For example, if the Business name is XYZ LLC, Please enter XYZ LLC, not just XYZ)

Trade name (if different from Legal first name and Legal last name): Leave Blank

Is your Mailing Address and Physical Location the same?: Select the correct option

Enter your Mailing Address first and then Physical address (if different)
Reason for Applying

Select New Business.

At the bottom of this section, the website will ask you “Would you like to add a Previous Owner?” Select No.
Account Registration

Select Employer Withholding Tax:

Maryland/CR Number if registered: Leave Blank
-
Date first wages paid in Maryland subject to withholding (MMDDYYYY): Enter your first Estimated Payroll Date

Gross wages paid in the first quarter of operation: Enter the payroll amount

Number of Employees: 1
-
Have you paid or do you anticipate paying wages to individuals, including corporate officers, for services performed in Maryland?: Select Yes.

If yes, Date Wages First Paid (MMDDYYYY): Same date as first payroll date

Leave all other tax types blank. Next to Tobacco Tax, you'll see a field that says
Enter your NAICS Code that best describes the profit or nonprofit business activity that generates revenue: Enter your NAICS code. (If you’re not sure what it is, please google your service industry with the word NAICS and it will show you the code. (For example, if you search Marketing consulting services NAICS, it will show you the relevant NAICS code which is 541613) -
Leave the Cannabis section blank and then scroll down to the bottom of the page to click Continue.
Related Parties
Click the Blue Add button and enter your information per the following instructions:

Enter your Last name, First Name, SSN, Title: Corporate Officer/Owner

Enter your Physical address (If you’re working from home, this will be your home address) and your Phone #. Click Continue.

Now it will take you back to the main page. Review the information you entered and click Save & Continue.
NOTE: Sometimes the system asks you to enter 2 Related Parties. If that happens, and you're the only owner of the business, click Add and enter your own information again.
Section E - Request Coupons
Leave Blank. Click Continue.
Section F - Signatory and Power of Attorney Information
Enter your name | Title: Owner | Signature: Type in your name again.
Click Continue.
Summary Information
You will now see a preview of all the information you entered. Please review all important information to make sure it is correct, especially your FEIN and Business name. Save the Summary PDF file with the file name WTH Reg Details (MD-Taxconnect).
Click Continue.
Signature
Select Yes on this page.
Confirmation
Your application is now submitted. You will see an application confirmation number. Save this PDF with the title WTH Application Confirmation (MD-Taxconnect).
Document Upload
Please upload both documents to your Collective documents by following these instructions:

Login to your Collective Dashboard

From the Lefthand side menu, click Documents. Then click the Upload Documents button on the top right.

Select the document type as Employer Registration Documents and upload the file.
You have now submitted the Withholding Registration application. The state usually takes 3 - 5 business days to process the application and assign the account ID. You should receive the account ID via mail in 7 - 10 business days.
If you don't receive it in 10 business days, please call the state at (410) 260-7980 to get the account ID on the call.
Next, complete the Unemployment Insurance tax registration by following the instructions outlined here.
