Third-Party Authorization Request Approval (HI-DOL)

For Gusto to file and pay your HI Unemployment Insurance taxes to the Department of Labor and Industrial Relations, you'll need to grant Gusto third-party access. Once Gusto submits the request, you'll be asked to approve Gusto as your TPA on Hawaii.gov.

It can take up to 10 business days before the request to approve Gusto appears on your Hawaii UI account. The Department of Labor will then send you an email informing you of the access request.

To approve that request please follow the steps mentioned below:

  1. From your homepage at Hawaii - Unemployment Insurance, click Employer Services on the right panel.

  2. Log in to your account using the credentials Collective provided.

  3. Click on User Management to see options.

  4. You will see a request from [email protected] with a Service Company role.

  5. Under Actions on the rightmost column, click Approve.

  6. Next, you will see the user details for Gusto. Under Rights Select all the options except the following two options and hit Save.

    1. File Weekly Report of Low Earnings - Enter and submit the claimant's weekly low earnings reports.

    2. Appeals - File or view an appeal.

  7. After clicking Save User the page will display a pop-up message mentioning you can only have one service company registered at a time with HI-UI department. Click OK.

Done!

Once you’ve granted access, an auto-email will be sent to Gusto, from the state, letting them know that you've granted them third-party access.
